One option is to go online and order the peacock feathers. Once they arrive take an old corset and sew the feathers all around. Take an old skirt, go to your local craft store and buy some feather boas, purple is a pretty color, and sew them around the skirt. Corsets are easy enough to find online.

Make a Peacock Dress Costume out of a Body Leotard
Another option is to take a body leotard and matching tights, see if you can find them in a pretty blue or peacock color, and sew peacock feathers all-around the bottom of the leotard and part way up the back of the leotard. Once this is done, take some peacock feathers and attach them to a headband the same color as your hair.
